The Japanese government announced at a cabinet meeting on the 20th that it had finalized a plan to provide a total of 5 million dollars (about 6.4 billion won) free of charge to support the collapse and submergence of the Kahouka Dam in Kherson Province in southern Ukraine .
To this end, 2 million dollars (about 2.5 billion won) to the United Nations World Food Program (WFP), 1.3 million dollars (about 1.7 billion won) to the United Nations Children's Fund (UNICEF), and 1 million dollars (about 13 billion won) to the International Organization for Migration (IOM) 100 million won) and 700,000 dollars (approximately 900 million won) to the United Nations High Commissioner for Refugees (UNHCR).

Bloomberg News reported on the 19th (local time) that the European Union (EU) is going to provide 50 billion euros (about 70 trillion won) in financial aid to Ukraine, which has launched a major counterattack.
